Could a Ruger Mini-14 Target Rifle (.223 remington) hit a 7 inch target at 500 yards?

Not a problem for the Mini-14.

223/5.56mm is used in NRA Highpower Rifle competition at 200, 300, and 600 yards with open sights - no scope. I have seen master and expert class shooters put to 20 rounds inside the 6" X ring and 10" 10 ring on a slightly windy day - open sights - no scope. They do not do this with cheapo Wolf ammo or standard 55gr FMJ - it's accomplished with 68/69gr match ammo like the Sierra Match King HPBT.

I have been handloading the 223/5.56 for 30+ years for both the Mini-14 and AR platform rifles. The Mini-14 is now produced with a 1:9 twist barrel - used to be a 1:12 - now with the 1:9 you can take advantage of the properties from 68/69 grain match bullets. With a decent scope - and match load - you should be able to get 5" groups at 500 yards off the bench. However, with factory 55gr ammo you will do much, much worse - how bad varies from rifle to rifle. I had an older Mini-14 that did great at 200 yards with 55gr ammo, but, at 500 yards the groups would go bonkers - 2-3 foot groups! I would not expect this from the new target model - but - there is no shortage of folks with Mini-14's that have had the same experience over the years.

The down side to the Mini-14 target rifle - it is not legal for NRA Highpower Rifle Competition used for all state, regional, and nation matches. It's a nice rifle - can't use it in matches - but it is still a nice shooting rifle and priced more reasonable than the AR's that are still in high demand.
